Default question about 2006 heated seats

So back in march I bought a used Hybrid 2006. The heated seats have me perplexed. you hit the button and its anyones guess as to when the heat will go on. It will sometimes heat up right away, sometimes it will heat up in 10 minutes, and sometimes never. sometimes it only comes on when I finally make it to the highway and am at highway speeds.... Is this usual behavior? or when I hit the switch should it just heat up? I suspect there must be a cycle of hot, not, hot. not so as to not burn the occupants. I would assume that would be a relay or something. but my manual doesn't list relays.
I don't think the seat grids are broke because when the heat decides to turn on they heat up just fine, and I get continuity when I measure with a meter.
I tried checking for 12v at the connector, and sure enough when the heater is not heating there is no power.
I looked at a wiring diagram and I see a relay in the circuit but way back before the switches, so it does not look like its a hit the button and it turns on the relay, it looks more like the relay provides power to the switches.
anyone know how to figure out which relay is responsible and where it is. or any other hints?
