Default Excessive flooding 3A

Can turning an engine over and it not starting repeatedly cause flooding, even without touching the throttle?
'84 3A Hatchback
Replaced original carb(which I rebuilt twice) with a weber 32/36 DGEV due to excessive flooding. Now the same flooding occurs with the weber. Pools in the intake beneath the carb. How does one get the raw fuel out of the intake without removing the carb every time?? Pressure reg set to 3 PSI. Good spark. Float set. Weber was running perfectly on previous vehicle.

Would a broken mechanical fuel pump push TOO much fuel?

Spark plugs are not wet and yet there's a pool of gas in the intake.

Really having trouble with this, and help much appreciated.
