Question Radiator Cooling Fans Not Working 2004 XLE

My radiator cooling fans stopped working even when AC on. I believe I replaced the correct relay and they're still not working. I disconnected the fans and tested them with leads straight from the battery. Standing in front of the car looking down the one on the left didn't turn on when supplying 12v to it but the one on the right did. So it seems the left one may be bad, I kept it disconnected and then ran the van in idle to bring the temp up to 3/4 and the right one didn't come on. In my owners manual it states that the fan fuse is number 58 which is a 50a fuse, but in the location 58 I don't see any fuses just a clear plastic piece window looking thing. Any direction or help with diagnosing is much appreciated.
