Unhappy '93 Trecel California vehicle registration - smog check failed, no EGR, emission info

Questions:
How can I find out if my '93 Trecel is a 49-state vehicle (federal standard emission) or 50-state vehicle (California okay)?

Where can I find the Vehicle Emission Control Information sticker on '93 Trecel? It's not under the hood, nor on the driver's side door post. Is it supposed to come with one???

The car was never in an accident. I haven't changed the engine or done anything to the engine, emission, etc. (I don't know much about cars in general.)

The long story is...
SMOG TEST ONLY STATION:
I recently moved to California and have to register my '93 Trecel. I bought it in Wisconsin where there's no smog check. I checked the DMV website and figured that I needed to do the smog check, which sadly failed in NO (708) at 15 mph and also for "missing EGR Visual." Here I found out there is such a thing as a federal vehicle and 50-state vehicle.

SMOG REPAIR STATION:
Then I took it to a smog repair station and was told that they can't do anything because they don't know if the vehicle is a 50-state or federal standard vehicle since there is NO sticker that says one or the other. I was directed to go to a referee station and have it verified. The technician thinks that it's a federal vehicle but still it needs the sticker before starting the repair job.

REFEREE STATION:
I made an appointment and went to a referee station only to find that they didn't have an answer. They told me to go to a Toyota dealer to have it looked at.

TOYOTA DEALERSHIP:
I was told to go to DMV...

DMV (waiting for the appointment day):
I called DMV and told me to make an appoint to have the vehicle identified. I have to wait a few days before I go so here I am looking for anyone's help. I am also afraid of DMV sending me to a smog station and never finding any answer to this.

I would think there is a sticker under the hood explaining emission items, where they are and what the specs are. I think you would find it there if it is a california model.
