Default plastic panel radiator

the plastic panel under the radiator has torn loose. do i remove it? or put it back. it drags on ALL the tire stops.

i removed the panel. took out some small metric bolts out. and a lot of plastic pop plugs. i looked on the net and found that there are new ones you can buy to replace the pop plugs. but they have diff sizes. i found that the holes near the engine are 7 mm. the ones i bougth are 8.64 mm and seam to NOT FIT. so back to the net.
