Default Short in tail light circuit. 98 Avalon

All possibilities eliminated right up to the main Plug- in block at the driver's left foot panel. I cut the offending Green wire, then applying power to the cut end going to the rear end of the car solves the problem and the tail lights work. All other circuits were OK. Five hours of work so far.
Considering by-passing the plug block and go direct from the fuse holder hot side to the rear end thru a wired-in fuse.
Can not find a electrical schematic for this car.
Any comments on this fix???
