Default 1999 Toyota Avalon P0441 problems

Hello. I have been trying like crazy to figure out how to correct this emissions code. I think I have narrowed it down to either the Vapor Pressure Sensor by the Charcoal canister being bad, a break in the connector to the VSV for EVAP under the hood, or a bad ECU. The VSV for EVAP is working properly, but there is no voltage going to the connector on initial startup. Is this a delayed voltage signal dependent on other conditions after the engine is at Normal operating temperature? Or should I see 12 volts immediately when I start it cold? I have the ECU. wiring exposed, can someone tell me which connector pins at the ECU correspond to the VPS connector, and the EVAP VSV connector?

When I had this on my 2000 Avalon it was the Charcoal Canister. On the 2000 is is placed in the most horrible spot between gas tank and the rear wheel support beam.

It took a good 4 hours to replace and cost me around $250.
