Unhappy 2013 Highlander - Removing the Speed Governor

I search on "speed governor" before creating this new thread and found nothing, so....

My HL has the 3.5L V6 engine w/4WD and I recently found that my HL tops out at 111mph before a governor kicks in and bogs the engine down till you let up the accelerator. RPMs are still under 5000 at that point.

Q1: Can this governor be removed? If so, how?

Q2: Is there a reputable tuner "chip" available to install on the OBD2 port that will increase HP and torque or increase gas mileage? If so, what is your experience with said "brand?"


EDIT 07may2019: Recently found out that a governor may not be involved, but instead a restricter plate?? Does anybody know if this is true? Is there a way to remove the restrictor plate or "open" it up? Thanks.
