I have a 1986 Toyota Pickup with a 22r (4cylinder engine). Since I had almost 300,000 miles on it the motor blew up (the 4th cylinder had no compression what so ever). If i were to get a new motor should i go with a Japanese Import/ Rebuilt/ or Brand new???

a 22r is the cheapest import engine to rebuild, but you will still be able to get a used import engine for 1/2 to 2/3 the price of a rebuilt, but you could do yours cheaply, if just needs a set of gaskets, pistons, rings and bored to the next size, about $250 worth of parts and a weekend with a Chilton's. I wouldn't go new though unless the truck is pristine and you really care.
