The brakes are new and the roters just resurfaced. The bearings are sealed and the cv boot is in great condition. The vacuum guard is not bent, the front alignment is perfect and the car has not ever been in any kind of accident

Were your tires correctly rebalanced when they were put back on after the brake job?
If your tires were not rebalanced, or were not correctly put back on, everything else will be fine but the tire will rub against the the wheel well during turns.
Check to see the tire is properly inflated and has enough clearance for your turns.
You also might be taking too tight of turns, and rubbing the tire against the wheel well.
Go back to the person who did the brake joba nd ask to get your tire balance and wheel well clearance checked. If the rubbing continues, make wider turns and see if that doesn't solve the problem.
