I've got a 1996 T100 that has a built in factory security feature. Im assuming this is causing the truck to randomly start during the summer? During the winter it never has this problem. Its like it wont let the truck start! When you turn the key nothing. Then other times when you turn the key it starts right up?
Please! I need help. I need to know how to fix the problem. Actually, whats causing the problem? I've searched online over & over & nothing comes up about the security feature. Please Help!

Are you sure it's the factory security? Which one do you have? Do you have the key FOB with the buttons?
I would guess it could be yer starter contacts (does it click?) or the Park/Neutral switch is going out. Does the PRND21 lights show what gear yer in when you shift into the appropriate gear? ;)

Well there is a thing to the left of the steering wheel that has a light & says Toyota Security on it. Im not sure what key FOB is? It doesn't have the PRND21 lights. Yes it clicks everynow & then & ive got a guy goin to rebuild the starter but other time it wont even click. You just turn the key & the radio comes on & the interior buzzer but thats it no clicking like something wont allow the starter to turn over.

Key FOB is the wireless remote to activate/deactivate the alarm system. Seems you have the factory setup. You have either the RS3000 or RS3200. It shouldn't be the cause of yer starting problems.
Although it may seem like the starter is the problem, the symptoms you are describing (no PRND21 lights) would indicate that yer Park/Neutral switch is bad/dying. You can git the replacement part from the dealership (about $300 or so) or from the auto parts store like AutoZone or from the online part places like RockAuto.com as the prices are easily 50% less than the OEM prices.
You can take a shot at the used parts yards around yer area. There are several vehicles that use that same part number. You might be able to buy a used one fer around $20-$30.

Its a 5 speed would it have a park/neutral switch? As far as the FOB I dont think it would have had one bc there nothing electric its all manual.

Doh...should've asked if it was an auto/manual trans. ;)
No...the manual trans doesn't have a P/N safety switch. My bad. :D
There is a starter relay in the driver's side fuse panel that you could check.
Power to activate the solenoid is battery, ignition switch, starter relay (sends power to starter solenoid). It should be the 2nd from the top blue relay on the right side of the fuse panel.
You might want to check/clean yer grounds as well...especially the big cable that goes from the battery to the engine block (located right under the oil filter) as any oil running down will eventually soak that connection. ;)
If you have that "Toyota Security" glass breakage sensor...then you most likely still have the system installed. The control unit might be under the driver's seat or up under the dash. Good luck finding it. ;)
