The only way for a windshield to not be functional is if it's been broken out.
Do you mean the windshield WIPERS? Or a door window??
If it's the wipers not running, then you can check the fuses to see if the wipers need a new one. Or possibly the motor has gone bad, and that's replaced under the hood.
If it's a side window in a door, then you probably mean it won't go up or down. Then the mechanics inside the door need to be fixed or exchanged. Either of these options will require some $$$ to pay a garage to fix.

If the front window is broken out, that also requires $$ for an auto glass dealer to replace rather easily.

By putting in a new one.
